<p>There is substantial emphasis on improving classroom practices, primarily through activity-based instruction, to increase the productivity of schooling. We study a large programme that seeks to promote mathematics learning in government primary schools in India. Through a cluster-randomised trial, we find that the programme increased activity-based instruction but yielded only muted impacts on learning. We provide a potential explanation: School value-added models suggest a negative relationship between activity-based instruction and test score gains. Our findings are robust to adding a community-engagement component to the intervention. These results highlight the limitations of activity-based instruction programmes for increasing school productivity.</p>

Abstract This paper evaluates how Vietnam's Escuela Nueva (VNEN) program, an educational reform for primary schools supported by the World Bank, affected the cognitive (mathematics and Vietnamese) and non-cognitive (socioemotional) skills of students in that country. We use propensity score matching to estimate both short-term (1-3 years) and long-term (5-7 years) average treatment effects on the treated (ATT). We find that the impacts of VNEN on students' cognitive skills are relatively small in the short-term, and that they are larger for boys, ethnic minorities, and students in Northern Vietnam. The VNEN program modestly increased primary school students' non-cognitive skills in the short-term; these impacts on non-cognitive skills are sizable and significant for ethnic minority students, although there seems to be little gender difference. The long-term impacts are less precisely estimated, but they appear to fade away, showing little or no impact of the VNEN program on cognitive skills. There is little variation of long-term impacts by gender or geographical region, although the imprecision of the estimates for ethnic minority students does not allow us to rule out large long-term impacts on cognitive skills for those students. The program's impacts on non-cognitive skills also seem to have dissipated in the long-term. Using a randomized control trial embedded within a mixed-methods evaluation, we find that an at-scale government teacher training program, of a common but seldom-evaluated form, has little or no impact on student learning. We then document five challenges that the policy's design failed to address, related to: oversight of training sessions, school-level difficulties in releasing teachers for training (lack of substitute teachers), deficits in teachers' subject knowledge, deficits in teachers' post-training accountability and support, and students' needs for differentiated instruction. We discuss implications for the literatures on teacher training program design and on good governance for public service provision.

Vietnam's strong performance on the 2012 and 2015 PISA assessments has led to interest in what explains the strong academic performance of Vietnamese students. Analysis of the PISA data has not shed much light on this issue. This paper analyses a much richer data set, the Young Lives data for Ethiopia, India (Andhra Pradesh and Telangana), Peru and Vietnam, to investigate the reasons for the strong academic performance of 15-year-olds in Vietnam. Differences in observed child and household characteristics explain 37-39 percent of the gap between Vietnam, and Ethiopia, while observed school variables explain only about 3-4 additional percentage points (although an important variable, math teachers' pedagogical skills, is not available for Ethiopia). Differences in observed child and household characteristics explain very little of the gaps between Vietnam and India and between Vietnam and Peru, yet one observed school variable has a large explanatory effect: primary school math teachers' pedagogical skills. It explains about 10-12 percent of the gap between Vietnam and India, raising the overall explained portion to 14-21 percent of the gap. For Peru, it explains most (65-84 percent) of the gap.

The role of psychological attributes such as hope in escaping poverty has attracted increasing attention. Crucial questions include the impact of early development of positive psychological attributes on socioeconomic outcomes, and whether interventions to reduce poverty increase such attributes. We examine the impact of international child sponsorship on the psychology of Indonesian children by employing a novel program evaluation technique-a quantified analysis of children's self-portraits. To identify causal effects, we exploit an eligibility rule that established a maximum age for participation. We find that international sponsorship significantly raises sponsored children's levels of happiness (0.42σ), self-efficacy (0.29σ), and hope (0.66σ).

More than 20 percent of all school-aged children in the United States have vision problems, and low-income and minority children are disproportionately likely to have unmet vision care needs. Vision screening is common in U.S. schools, but it remains an open question whether screening alone is sufficient to improve student outcomes. We implemented a multi-armed randomized controlled trial (RCT) to evaluate the impact of vision screening, and of vision screening accompanied by eye exams and eyeglasses, provided by a non-profit organization to Title I elementary schools in three large central Florida school districts. We find that providing additional/enhanced screening alone is generally insufficient to improve student achievement in math and reading. In contrast, providing screening along with free eye exams and free eyeglasses to students with vision problems improved student achievement as measured by standardized test scores. We find, averaging over all students (including those without vision problems), that this more comprehensive intervention increased the probability of passing the Florida Comprehensive Achievement Tests (FCATs) in reading and math by approximately 2.0 percentage points. We also present evidence that indicates that this impact fades out over time, indicating that follow-up actions after the intervention may be necessary to sustain these estimated achievement gains.

ABSTRACTThis paper studies the impact of Thailand's Universal Health Coverage Scheme (UCS) on households' consumption and savings by using a synthetic panel data approach. Using difference-in-differences estimation, it finds that, in the short run, the UCS had little or no impact on either savings or consumption expenditures. In the long run, the UCS still had no effect on savings, but there is some evidence of an increase in consumption. These effects are generally consistent with economic theory. The provision of healthcare coverage at little or no cost to previously uninsured households has an income effect that will increase both savings and consumption and a risk reduction effect that will reduce precautionary savings and thus increase consumption. These two effects on savings are of opposite sign and appear to cancel each other out, while both effects on consumption are positive and so appear to increase consumption, at least in the long run.

AbstractGiven its modest position as a lower-middle-income country, Vietnam stands out from the rest of the world with its remarkable performance on standardised test scores, school enrolment, and completed years of schooling. We provide an overview of the factors behind this exemplary performance both from an institutional viewpoint and by analysing several different data sources, some of which have rarely been used. Some of the highlights are universal primary school enrolment, higher girls’ net enrolment rates, and the role of within-commune individual factors. We further discuss a host of challenges for the country – most of which have received insufficient attention to date.

AbstractThis article examines—for two developing countries, Vietnam and Peru—whether disadvantaged children learn less than advantaged children when both types of children are enrolled in the same school. This is done by estimating education production functions that contain two school fixed effects for each school, one for advantaged children and one for disadvantaged children. The article examines six different definitions of advantage based on household wealth, cognitive skills at age 5, gender, ethnicity (Peru only), maternal education, and nutritional status. The results show no sign that schools are less effective for disadvantaged groups in Vietnam; indeed, if anything one traditionally advantaged group, males, seems to do worse in school than the corresponding disadvantaged group, females.
